Summary

The Global Food Security Strategy and this chapter do not replace or change federal agencies' power to run certain food assistance programs. They also do not change those programs' terms and conditions, including rules about buying and shipping food. Seven programs are covered: Food for Peace; Food for Progress; Section 416(b) of the Agricultural Act of 1949; the McGovern‑Dole Food for Education Program; the Local and Regional Procurement Program; the Bill Emerson Humanitarian Trust; and any other USDA food and nutrition security or emergency and non‑emergency food aid program.

(a)Nothing in the Global Food Security Strategy or this chapter or the amendments made by this Act shall be construed to supersede or otherwise affect the authority of the relevant Federal departments and agencies to carry out programs specified in subsection (b), in the manner provided, and subject to the terms and conditions, of those programs, including, but not limited to, the terms, conditions, and requirements relating to the procurement and transportation of food assistance furnished pursuant to such programs.
(b)The programs referred to in subsection (a) are the following:
(1)The Food for Peace Act (7 U.S.C. 1691 et seq.).
(2)The Food for Progress Act of 1985 (7 U.S.C. 1736o).

(4)McGovern-Dole Food for Education Program (7 U.S.C. 1736o–1).
