The Global Food Security Strategy and this chapter do not replace or change federal agencies' power to run certain food assistance programs. They also do not change those programs' terms and conditions, including rules about buying and shipping food. Seven programs are covered: Food for Peace; Food for Progress; Section 416(b) of the Agricultural Act of 1949; the McGovern‑Dole Food for Education Program; the Local and Regional Procurement Program; the Bill Emerson Humanitarian Trust; and any other USDA food and nutrition security or emergency and non‑emergency food aid program.
