Title 22 › Chapter 101— COUNTERING IRAN’S DESTABILIZING ACTIVITIES › § 9410
Certain activities are not subject to the penalties in sections 9403, 9404, 9405, and 9406. These include actions covered by reporting rules under title V of the National Security Act of 1947 (50 U.S.C. 3091 et seq.) or by other authorized U.S. intelligence work; letting a foreign national into the United States when needed to meet U.S. duties under the UN Headquarters Agreement (signed June 26, 1947, in force November 21, 1947), the Convention on Consular Relations (done April 24, 1963, in force March 19, 1967), or other international obligations; and transactions that sell agricultural goods, food, medicine, or medical devices to Iran or that provide humanitarian help to people in Iran, including related financial transactions and transport. The President may use the powers in sections 203 and 205 of the International Emergency Economic Powers Act (50 U.S.C. 1702 and 1704) to implement this chapter, and nothing here limits the President’s authority under that Act (50 U.S.C. 1701 et seq.). The term "agricultural commodity" is defined in section 5602 of title 7. The term "good" is defined in section 4618 of title 50. "Medical device" aligns with "device" in section 321 of title 21. "Medicine" aligns with "drug" in section 321 of title 21.
