The President should keep working with European and other partners to maintain sanctions that have helped push back against Russia’s aggression in Ukraine. He should also work with partners to close loopholes, like extended prepayment for delivery of goods, and align multilateral and unilateral measures. Finally, he should step up efforts to enforce the sanctions that were in place as of August 2, 2017, tied to the crisis in eastern Ukraine, cyber intrusions and attacks, and human rights violators in Russia.
