Title 22 › Chapter 103— BETTER UTILIZATION OF INVESTMENTS LEADING TO DEVELOPMENT › Subchapter I— ESTABLISHMENT › § 9611
Promote private-sector led growth in poorer countries by providing loans, investments, and other financial help. The aim is to support broader economic growth and reduce poverty while also advancing U.S. foreign policy goals. The policy lists eight goals. They include: getting private money into long-lasting development projects; strengthening government and civic institutions and public openness; fixing market problems without hurting markets; delivering clear development results; working with similar organizations; offering an alternative to state-directed investments by rival governments while using transparency, environmental and social safeguards and watching debt levels; helping countries move from aid to self-reliance; and following U.S. foreign policy, development, and security priorities while considering partner country needs.
