§9751 Developing and Implementing a Coordinated Sanctions Strategy with Partners in the Western Hemisphere and the European Union

Summary

Require the Secretary of State, working with the Secretary of the Treasury, to offer technical help to governments in Latin America and the Caribbean so they can write laws and rules to impose targeted sanctions on Maduro regime officials who are responsible for human rights abuses, who have engaged in public corruption, or who are undermining democratic institutions and processes in Venezuela. The Secretary of State, again with the Secretary of the Treasury, must also work with partners like Canada, European Union governments, and regional governments to coordinate those targeted sanctions. Within 90 days after December 20, 2019, the Secretary of State must send a written strategy for these efforts to the Committee on Foreign Relations of the Senate; the Committee on Appropriations of the Senate; the Committee on Banking, Housing, and Urban Affairs of the Senate; the Committee on Foreign Affairs of the House of Representatives; the Committee on Appropriations of the House of Representatives; and the Committee on Financial Services of the House of Representatives. For fiscal year 2020, $3,000,000 is authorized to be given to the Secretary of State to carry out the technical assistance work. If those funds come from the Economic Support Fund or the International Narcotics and Law Enforcement Fund, they must follow the notification rules under section 2346(c) of this title and section 2291h of this title.
