Within two years after the plans are sent, and then every two years until ten years after those plans were submitted, the President, the Secretary of State, the USAID Administrator, the Secretary of Defense, and other relevant agency leaders must send the congressional committees an unclassified report (they can add a classified appendix). The report must say how the strategy was added to country and regional plans; list all funding used for each country and region in the past two years and, when possible, estimates for the next two years; describe progress on targets and measures for each priority country and region; and explain any program changes made because of monitoring and evaluation. The Secretary of State, the USAID Administrator, and the Secretary of Defense must also give briefings to congressional committees about carrying out this chapter when those committees ask.
