§9807 Biennial Reports and Congressional Consultation

Summary

Within two years after the required plans are sent, and every two years after that until ten years have passed, the President, the Secretary of State, the USAID Administrator, the Secretary of Defense, and other relevant agency heads must together send an unclassified report (with an optional classified annex) to the appropriate congressional committees about how the Global Fragility Strategy is being carried out. The report must say how the strategy was added into country and regional plans, list all money received and committed for each plan in the prior two years and, if possible, projected funding for the next two years, show progress on targets and metrics for each priority country and region, and describe any program changes made because of monitoring and evaluation. The Secretary of State, the USAID Administrator, and the Secretary of Defense must give briefings to any appropriate congressional committee about implementation when that committee asks.
