The Secretary of Agriculture must use available funds to build and maintain forest development roads and trails, including experimental Forest Service areas. The Secretary can make rules and sign contracts with states or local governments. State and local help is allowed but not required. Projects estimated at $50,000 or more per mile, or $50,000 or more per project if under one mile (excluding bridges and engineering), must be advertised and put out to contract. If costs are lower or no acceptable bids come in, the Secretary may do the work. Funds also pay for nearby parking (including EV charging or natural gas refueling) and for sanitary, water, and fire-control facilities.
