The Secretary must run at least 3 high-visibility traffic safety enforcement campaigns each year from fiscal year 2022 through fiscal year 2026. Each campaign must aim to do at least one of these: cut down alcohol- or drug-impaired driving, or get more people to wear seatbelts. The Secretary can use program money to pay for making and placing TV, radio, print, and Internet ads and other outreach. The Secretary should also consider ads for people who do not speak English and use nontraditional media. The Secretary must work with States on the campaigns. States are expected to provide law enforcement using funds under sections 402 and 405, while the National Highway Traffic Safety Administration will provide most of the national advertising and education resources. Program funds can only be used for the ad and outreach activities described above. Definitions: “campaign” = a high-visibility traffic safety law enforcement campaign; “State” = the meaning given in section 401.
