Require the Secretary to promote and speed up use of intelligent transportation systems (ITS) so the National Highway System works better. The Secretary must encourage ITS for things like traffic operations, emergency response, incident and congestion management, freight and network management, and traffic flow information. To do that, the Secretary will use demonstrations, grants, incentives for eligible entities, and other tools. The Secretary must also create a detailed plan explaining how incentives can be used through existing deployment activities run by surface transportation modal administrations. "Eligible entity" — a State or local government, tribal government, transit agency, public toll authority, metropolitan planning organization, other political subdivision, or a multistate/multijurisdictional group with one lead applicant. "Multijurisdictional group" — at least two eligible entities that have a written agreement to work together on a qualifying project.
