Title 23 › Chapter 5— RESEARCH, TECHNOLOGY, AND EDUCATION › § 514
Sets six main goals for the intelligent transportation system (ITS) program. The goals are to make surface travel more efficient and support intermodal and international trade; improve safety and emergency response to reduce crashes and injuries; protect the environment and nearby communities; serve all users (truck and car drivers, motorcyclists, cyclists, and pedestrians, including people with disabilities); strengthen defense mobility and emergency response to security events and disasters; and improve the national freight system and support freight policy. Requires the Secretary to carry out at least 10 actions to meet those goals. The Secretary must speed up ITS use in cities and rural areas for passengers and freight; make sure federal, state, and local officials understand ITS for planning; improve regional cooperation and operations planning; encourage private investment; work with vehicle makers to introduce vehicle-based safety systems; support ITS that help truck operations; train a workforce to build and maintain ITS; fund ongoing operations and maintenance; make systems that connect vehicles, infrastructure, and users; and support cybersecurity research with the relevant parts of the Department of Transportation and other federal agencies to help prevent hacking, spoofing, and disruption of connected and automated vehicles.
