The Secretary must set up one uniform system to manage and service the federal credit help offered by the TIFIA program. If Congress allows it in the annual funding laws, the Secretary can collect fees to pay for outside experts and some or all of the federal servicing costs. The Secretary may hire a financial servicer to act as the Secretary’s agent and pay that servicer a fee the Secretary approves. The Secretary may also hire expert firms, including lawyers, to help underwrite and service loans. The Secretary must use procedures to save time and money when approving and issuing TIFIA credit. Each year, after the required set-aside under section 608(a)(6), at least $2,000,000 must be available to use instead of collecting fees for projects whose expected costs are $75,000,000 or less. Any of those funds not used in a year become available on October 1 of the next fiscal year to provide credit assistance to any TIFIA project.
