On October 1, 1987, the Secretary must give the District of Columbia all U.S. ownership of the Saint Elizabeths Hospital property used for the Department of Human Services’ mental health and other services, with no payment. Any parts the Secretary says by September 30, 1987 are needed for federal mental health programs will not be given under that rule. Separately, on October 1, 1985, the Secretary must give the District lot 87, square 622 (901 First Street N.W., the J.B. Johnson Building and grounds) with no payment. By October 1, 1992, the Mayor must make and send a master plan for any remaining Saint Elizabeths property not already given or kept. The Mayor must consult relevant federal, regional, and local agencies before sending the plan to Congress. If Congress approves the plan by law within two years, the Secretary must transfer the rest to the District without payment. Oxon Cove Park, run by the National Park Service, will not be transferred.
