Defines key words used in the chapter. Department means the Department of Health and Human Services. Secretary means the Secretary of Health and Human Services. State means a U.S. State or Territory, the Commonwealth of Puerto Rico, or the District of Columbia. Eligible person means someone for whom the HHS Secretary has two certificates: one from the Secretary of State confirming U.S. nationality, and one showing either a legal finding of insanity in a named foreign country or that the person in that country needed care in a mental hospital. Residence means whatever a State or local rule uses to decide who can be hospitalized in a public mental hospital.
