Title 24 › Chapter 10— ARMED FORCES RETIREMENT HOME › Subchapter I— ESTABLISHMENT AND OPERATION OF RETIREMENT HOME › § 421
The Chief Operating Officer can hire a resident of the Armed Forces Retirement Home for part‑time or occasional work, pay that resident, and set the pay rate. That pay does not count as holding a paid federal position under section 5532 of title 5, and the resident is not a U.S. employee for most purposes, except for workers’ compensation (subchapter I of chapter 81 of title 5) and claims for damages or loss (chapter 171 of title 28). The word “position” is defined in section 5531 of title 5.
