Title 25 › Chapter 9— ALLOTMENT OF INDIAN LANDS › § 10
The law only starts when the Secretary says in the Federal Register that three things have happened. First, Minnesota, under Laws of Minnesota 1984, chapter 539, has agreed to give 10,000 acres inside the White Earth Reservation to the United States to hold in trust for the White Earth Band. The Secretary will not sign that agreement unless the Secretary or the Band says in writing that the land will actually give the Band reasonable value for uses like farming, recreation, forestry, business, homes, industry, or land consolidation. The land will come with any existing roads, easements, or access unless the Governor and Attorney General of Minnesota say in writing they will abandon those uses for a specific parcel. Second, Minnesota has set aside $500,000 to help the United States with technical and computer needs to carry out the settlement. Third, the United States has set aside $6,600,000 for economic development to benefit the White Earth Band. Once the Secretary finally accepts the land, it will be treated as if it was part of the White Earth Reservation from the date the reservation was created and will be trust land of the reservation for all purposes.
