Payments and supplies promised to any Indian or tribe must be given in one of four ways chosen by the President or the Secretary of the Interior. They can be paid to the tribal chiefs for the tribe. If the tribe’s interest or a treaty requires an agent, the tribe may name a person or persons to get them, and multiple appointees must act together. They can go to heads of families and individual members. With the tribe’s consent, and under rules set by the Secretary that do not conflict with treaties, the money or goods may be used directly for projects that help the tribe’s well-being and encourage able-bodied members to work and live peacefully.
