Starting October 12, 1984, tribes can get advance payments each fiscal year for purposes their governing body chooses and the Secretary approves. The money can pay for benefits for Indians and tribes; help for Indian children in public or private schools, including care and tuition (which can be paid ahead or from the date of enrollment); buying land and buildings with title held by the United States in trust for the tribe; leasing land and water rights; paying lawyers and other contract workers; and wages, travel, mileage, per diem, and other expenses for tribal officials, councils, committees, employees, or tribal groups (per diem and rates set by administration but not higher than those for federal civilian employees). It can also be used for relief to Indians, including cash grants.
