Title 25 › Chapter 15— CONSTITUTIONAL RIGHTS OF INDIANS › Subchapter II— MODEL CODE GOVERNING COURTS OF INDIAN OFFENSES › § 1311
The Secretary of the Interior must recommend to Congress by July 1, 1968 a model code for how courts of Indian offenses should operate on Indian reservations. The code must make sure people tried in those courts get the same constitutional rights as a U.S. citizen tried in federal court for a similar crime, be told their rights under the U.S. Constitution and any applicable tribal constitution, set proper qualifications for judges, and provide training classes for those judges. The Secretary must consult with Indians, Indian tribes, and relevant federal agencies while doing this.
