The federal government, through the Indian Health Service and Tribal Health Programs, can pay patient travel costs when people get care from those programs — either directly or through contracts or compacts under the Indian Self-Determination and Education Assistance Act. These payments can also pay for a "qualified escort" to travel with the patient. Qualified escort: an adult (such as a parent, guardian, or family member) needed because of the patient's age or physical or mental condition. Qualified escort: a health professional who must give medical care during the trip. Qualified escort: any other escort approved by a federal health official or the Tribal Health Program. Covered travel includes emergency air and non-emergency air when ground travel is not possible; private vehicles (when no other transport is available), specially equipped vehicles, and ambulances; and other methods needed when air or motor vehicle travel is not available.
