As soon as possible after March 23, 2010, the Comptroller General must send a report to the Secretary, the Senate Committee on Indian Affairs, the House Committee on Natural Resources, and make it available to each Indian tribe. The report must show the results of a study of the contract health service program’s funding (including past funding and a recommended funding level) and its administration (including how funds are distributed), as requested by Congress in March 2009 or under section 1680t. After getting the report, the Secretary must meet with Indian tribes about the program and its fund distribution. The talks must check whether the current distribution formula would need change if funding reached the Comptroller General’s recommendation, find any unfair results under current or recommended funding, point out any parts of program management that are inefficient or ineffective, and list other improvements. If the Secretary finds unfair results, the Secretary may start the procedures under subchapter III of chapter 5 of title 5 to negotiate or create regulations to set a disbursement formula for the program’s funding.
