The Secretary can give grants to urban Indian organizations that already have a federal contract to provide city-based alcohol and drug services. Grants pay for prevention, treatment, rehabilitation, and school or community education about substance abuse. Each grant must list specific goals agreed to by the Secretary and the grantee. The Secretary must use six criteria when awarding grants: size of the urban Indian population, access to other health services, whether it would duplicate other federal help, the organization’s ability to do the work, negotiated performance standards for that grant, and the identified need for services. Any money under this chapter for substance-abuse work must follow these rules.
