Require the Secretary to create an automated management information system for the Service. The system must include a money-management part, a patient-care information system for each Service area, a privacy part to protect patient records, and a cost-accounting part that estimates how much specific treatments cost in each area office. Require the Secretary to give each Indian tribe or tribal organization that provides health services under a contract with the Service an automated system that meets both the tribe’s and the Service’s management needs. The Secretary must pay the portion of operating costs that covers treating Service patients. Systems for California tribes had to be provided by September 30, 1990. Every patient must have reasonable access to their own medical or health records held by or for the Service.
