Title 25 › CHAPTER 18 — INDIAN HEALTH CARE › SUBCHAPTER V–A — BEHAVIORAL HEALTH PROGRAMS › Part B — Indian Youth Suicide Prevention › § 1667b
Allows the Secretary, through the Indian health Service, to run a test program that gives grants to Indian tribes and tribal groups to provide telemental health care to Indian youth who have thought about suicide, tried to kill themselves, or have behavior or mental health problems that raise suicide risk. Up to 5 grants may be awarded, each lasting up to 4 years. Grants go to tribes or tribal organizations that run facilities in areas with high suicide rates, already use telehealth, or offer school-based telemental health. Priority is given to projects serving communities with clear need, working with Indian Health Service or other tribal health partners, serving isolated areas with little behavioral health care, or operating youth detention facilities. The Secretary must consult the federal agency that focuses on mental health. Grants pay for remote mental health care like therapy, psychiatric assessments, treatment for mental health and substance use, support and training for clinicians, education and training for community leaders and families, culturally appropriate prevention materials, and data collection. Traditional tribal health practices may be used. Applicants must describe their project, show community support, explain how families and leaders will be involved, and plan for continuing the work after federal money ends. Grantees must file yearly reports on services. The Secretary must report to Congress: an initial report within 2 years after the first grant and a final report within 270 days after funding ends that includes results and data on attempted and completed suicides and whether the project should be expanded or made permanent. Congress authorized $1,500,000 for each of fiscal years 2010 through 2013.
