By January 1, 1990, the Secretary must create and start a plan to meet three health targets by January 1, 1994. Cut Indian infant deaths in each Service area to the lower of 12 per 1,000 live births or the U.S. rate; cut maternal deaths to the lower of 5 per 100,000 live births or the U.S. rate; and reduce fetal alcohol syndrome among Indians served by or for the Service to 1 per 1,000 live births.
