The Secretary must, when Congress provides money, give grants to tribally controlled colleges and universities to support college-level education for Indian students. The grants go into the schools' general operating budgets and may be used to pay academic, educational, administrative, and upkeep costs, but not for religious worship or sectarian instruction.
