Using the program funds, the Secretary must give each eligible tribally controlled college a federal capital match equal to twice the value of property or the amount the college shows it has put under its control or permanently set aside and is ready to deposit as its capital contribution. No college can receive more than $750,000 in a fiscal year. If the total money for a year is too small to pay every college that full match, the Secretary must reduce each college’s share by the same proportion so the available funds cover all colleges.
