Title 25 › Chapter 20— TRIBALLY CONTROLLED COLLEGES AND UNIVERSITIES ASSISTANCE › Subchapter III— TRIBAL ECONOMIC DEVELOPMENT › § 1851
The Secretary can give grants, if money is available, to tribally controlled colleges or universities that already get grants under this chapter or the Navajo Community College Act to create and run tribal economic development and education institutes. Each funded program must assess the tribe’s economic needs and potential (including agriculture and natural resources), build consistent postsecondary courses for students and tribal leaders (and work with high schools when possible), offer vocational classes with administrative and student support, provide technical help and training to federal, tribal, and community officials and business planners, serve as a coordination center for vocational and related academic training, and evaluate how the grant affects the tribe’s economic self-sufficiency. Grants should be large enough and last long enough to give the programs the best chance to succeed and to produce useful data. Eligible colleges may apply alone or with others, but every applicant must work with one or more Indian tribes when planning and running the grant.
