If money is available, starting in fiscal year 2009 the Secretary must pick two tribally controlled postsecondary career and technical institutions and give them money to run career and technical programs for Indian students, including school support costs. The two schools named are United Tribes Technical College and Navajo Technical College, and if the Secretary finds either meets the definition in section 1861 it must be selected. Each chosen school gets its yearly payment in one lump sum. Each payment must be at least the larger of the total amount appropriated for that school in fiscal year 2006 or in fiscal year 2008. If the funds under section 1864 are more than those required amounts, the extra money is split among the schools based on each school’s Indian student count from the prior academic year (using the count in section 2327(h) of title 20).
