Defines key words used in the chapter. Agency means the local Bureau of Indian Affairs office that serves one or more tribes in a specific area. Youth means what a Tribal Action Plan under section 2411 says, but for reporting it means someone 19 years old or younger or attending secondary school. Indian tribe means any tribe, band, nation, or organized Indian group (including Alaska Native villages or regional/village corporations under the Alaska Native Claims Settlement Act, 43 U.S.C. 1601 et seq.) that the United States recognizes for special Indian programs and services. Prevention and treatment covers seven types of work, including identifying at‑risk people, intervening, education and alternative activities, treatment, rehabilitation, after‑care, and referrals. Service unit means an IHS or tribal health administrative unit funded under the Indian Self‑Determination Act (25 U.S.C. 5321 et seq.) that provides services in a defined area. Urban Indian, Urban Center, and Urban Indian Organization have the meanings in section 1603.
