When they prepare the required Memorandum of Agreement, the Secretary of the Interior, the Attorney General, and the Secretary of Health and Human Services must review certain health programs and services for Indian tribes. They must look at federal programs that give health benefits to tribes (including mental health and alcohol and drug prevention and treatment), tribal, state, local, and private health resources, where treatment facilities are or should be located, and how well public and private alcohol and drug treatment programs that were operating on October 27, 1986 were working. They must give the review results to every Indian tribe as soon as possible so tribes can use the information to make or change a Tribal Action Plan.
