The Secretary of the Interior must build or fix up juvenile detention centers and provide staff for new or existing centers. The centers must be run in line with the Juvenile Justice and Delinquency Prevention Act of 1974. Within 1 year after July 29, 2010, the Secretary and the Attorney General must make a long-term plan with tribal leaders and tribal justice officials for building, renovating, running centers, and using alternatives to detention. The plan must make the Bureau of Indian Education and the Indian Health Service work with tribal and Bureau of Indian Affairs juvenile centers to provide services. Congress authorized $10,000,000 each year for fiscal years 2011–2015 for construction or renovation, and $7,000,000 each year for fiscal years 2011–2015 for staffing and operations.
