The Secretary of the Interior must create a Model Indian Juvenile Code, either directly or by contract. The code must follow the Juvenile Justice and Delinquency Prevention Act of 1974 and include rules for handling Indian youth arrested or detained by the Bureau of Indian Affairs or tribal law enforcement for alcohol or drug offenses. The Secretary must work with Indian organizations that know law enforcement and court procedures, consult with tribes, and then give a copy to each tribe.
