Congress says more American Indian and Alaska Native students are qualifying for and wanting college, but the money and help available are far too small. Tribes want to run these programs and many have taken control through contracts under the Indian Self-Determination and Education Assistance Act, but limits in that contracting system and complex Bureau of Indian Affairs rules have made the programs less effective. Giving these services in the best and most efficient way is needed for tribes, the country, and the students. Providing this education help is part of the federal government’s ongoing duty to American Indian and Alaska Native people.
