Title 25 › Chapter 35— INDIAN HIGHER EDUCATION PROGRAMS › Subchapter II— CRITICAL NEEDS FOR TRIBAL DEVELOPMENT › § 3323
An eligible Indian tribe or tribal organization can require someone applying for federally funded college help to sign a critical area service agreement before they get the aid, if the tribe follows the rules in this part of the law and the rules about those agreements. If a tribe wants to do this, the tribal council or its delegate must formally pick certain job areas as "critical" for the tribe’s economy or members. The tribe must tell the Secretary of the Interior in writing which areas it chose. Those choices start the fiscal year after they are made and stay in effect until the tribe formally withdraws them and tells the Secretary in writing.
