Follow the rules that were put into contracts made before January 1, 1991 about who can get tribal higher education grants, how students’ needs are checked, and how eligibility is decided. A tribe or tribal organization can write its own procedures, which the Secretary will review, to decide any extra costs (called additional, excess, or inducement costs) for grants tied to critical area service agreements.
