The Secretary can give money to tribal judicial conferences through contracts made under the Indian Self-Determination and Education Assistance Act. The money is for developing, improving, and running tribal justice systems for tribes that belong to those conferences. The funds can pay for things like hiring judges and court staff; writing and publishing tribal laws and court rules; building law libraries and computer legal research; training court workers; making records systems; planning improvements; and other new or culturally relevant projects such as alternative dispute resolution, victims services, probation or diversion programs, juvenile services and child-abuse investigations, and traditional tribal justice practices.
