Summary

The Secretary must, within six months after December 3, 1993, work with affected Indian tribes and hire a non‑Federal group with experience in farming on Federal and private lands to do an independent, nationwide review of how Indian agricultural lands are managed. The review must compare Federal investment and management of Indian trust and restricted farms with federally owned lands run by other agencies and with privately owned lands that get Federal services. The review must show needs for improvement, funding, and development for Indian agricultural lands, compare management and funding with similar Federal lands, and identify barriers that keep Indians from using Federal or private farm and rural development programs. The Secretary must send a status report to the House Subcommittee on Native American Affairs and the Senate Committee on Indian Affairs within one year after December 3, 1993, and a final report to Congress no later than 18 months after December 3, 1993.
