§3903 Inventory of Open Dumps

Summary

Within 12 months after October 22, 1994, the Director must study and list all open dumps on Indian lands and Alaska Native lands. The list must give each dump’s location, what is in it, and a rating of how much it harms health or the environment. The Director must do that rating together with the Administrator of the Environmental Protection Agency and get the Administrator’s agreement. After the study is done, the Director must report to Congress and update that report every year. The report must say the current priorities, how those priorities were set, how much money is needed to fix or close the dumps, and the progress made. The Director must also start a 10-year plan that says how much funding is needed both to fix the dumps and to make full waste-management plans for every Indian tribe and Alaska Native entity.
