Defines key words used in the chapter. It gives a short meaning for terms you will see later. "Construction programs" — building or fixing things like housing, detention, sanitation, water systems, roads, schools, administration and health buildings, irrigation, water conservation, flood control, and ports. "Contract funding base" — the starting level for figuring contract funding needs, including all contract costs. "Direct program costs" — costs tied to a specific contract goal. "Indian" — a member of an Indian tribe. "Indian tribe" — a tribe, band, nation, or organized group, including Alaska Native villages or corporations set up under the Alaska Native Claims Settlement Act, that the U.S. recognizes for special Indian programs. "Indirect costs" — costs that benefit more than one contract goal or cannot be easily assigned to one goal. "Indirect cost rate" — the rate negotiated between a tribe or tribal group and the federal agency. "Mature contract" — a self-determination contract run by a tribal group for three or more years with no major audit problems. "Secretary" — the Secretary of Health and Human Services, the Secretary of the Interior, or both. "Self-determination contract" — a contract or similar grant for a tribal organization to run programs otherwise provided to tribes; it is not a procurement contract and is generally not subject to federal procurement law except as the law says. "State education agency" — the state board or agency in charge of public K–12 schools, or an officer or agency designated by the Governor. "Tribal organization" — the tribe’s recognized governing body or a legally created or elected organization that serves the tribe with broad Indian participation; if a group serves more than one tribe, each tribe must approve. "Construction contract" — a fixed-price or cost-reimbursement self-determination contract for construction, excluding contracts only for planning/management, the BIA Housing Improvement or roads maintenance programs, and HHS health facility maintenance and improvement programs.
