After November 29, 1999, the Department of the Interior can spend money for Indian self-determination or self-governance support costs only on costs that are directly tied to contracts, grants, or compacts under the Indian Self-Determination Act of 1975. Money provided in this title cannot be used to pay contract support costs or indirect costs for any agreement between a tribe or tribal organization and anyone other than a Department of the Interior agency.
