The President must put in the yearly budget all money needed to fully pay the funding agreements under this law, including tribal base budgets. Any money appropriated goes to the Indian Health Service and then to the Office of Tribal Self-Governance, which will distribute the funds. The Indian Health Service cannot cut a tribe’s agreed funding. The budget must also show, for each tribe, how much need is being met now and any funding shortfall, including program and contract support costs, whether the tribe is served directly, by self-determination contracts, or by compacts and funding agreements.
