The rules in sections 5305(b), 5306, 5307, 5321(c) and (d), 5323, 5324(k) and (l), 5325(a)–(k), and 5332 of this title, and section 314 of Public Law 101–512 (covering the Federal Tort Claims Act), must apply to compacts and funding agreements made under this subchapter, unless they conflict with it. If a participating Indian tribe asks, any other provision of subchapter I that does not conflict with this subchapter can be added to its compact or funding agreement. The Secretary must include the requested provision. Once added, it has the same effect as if it were written into this subchapter. If the tribe asks during negotiations, the addition takes effect immediately and governs the negotiation and the final agreement.
