For the first 5-year period after the Foundation is established, the Secretary can provide staff, office space, and other help; can give money to start operations and pay Board members' travel; and must require the Foundation to pay back those services and funds. Any repayments must be deposited in the Treasury of the United States to the credit of the applicable appropriations account and must cover the cost of the services and travel. After the 5 years, the Secretary may keep providing facilities and support if they are available and the Foundation pays the reimbursable cost.
