The Secretary must, within one year after June 22, 2016, create and send a report to the House Natural Resources Committee, the Senate Indian Affairs Committee, and the House and Senate Appropriations Committees after talking with Indian tribes and Indian organizations. The report must list all duties the Office of the Special Trustee does (except collecting, managing, or investing Indian trust money), especially duties about nonmoney trust resources. It must say which duties will move to other parts of the Department and when. It must include a plan to end the Office within two years of the report, or explain why two years is not enough and give a new completion date. When allowed by law and rules, the Secretary must put fiduciary trust officers into a tribe’s or tribal group’s contract or compact under the Indian Self-Determination and Education Assistance Act if the tribe asks. Nothing in this requirement by itself ends the Office of the Special Trustee or changes how sections 4042 and 4043 apply.
