Recognizes that entrepreneurs have trouble turning ideas into profitable businesses, and entrepreneurs serving reservation communities face extra, special challenges. Defines a business incubator as an organization that helps entrepreneurs by giving workspace, access to funding and training, networking and mentors, and a supportive environment. Incubators speed up business growth and help Native entrepreneurs build businesses for reservations.
