Federal officers must pay money owed under such contracts directly to the tribe or to the individual Indian who is entitled to it. They cannot pay an agent or lawyer instead, except for any fees that the agent or lawyer actually earned for their services. No one can get paid for work under the contract until they file a sworn statement with the Commissioner of Indian Affairs that lists each service, with dates and details. The Secretary of the Interior and the Commissioner will decide if the contract was fulfilled. If they agree it was, full payment can be made. If not, payment will be limited to the portion of work they find was done.
