Qualified vinegar makers may use a vaporizing method to remove distilled spirits (alcohol) from their mash and then condense that vapor into the water or other liquid they use to make vinegar, as long as they follow rules the Secretary sets. They may not take out of the plant any vinegar or other liquid that contains more than 2 percent proof spirits. They must keep and file the records and reports the Secretary requires about materials received and mashed or fermented, low wines made and used, vinegar produced and removed, and any other required information. Those records and report copies must be kept as the rules say and made available for inspection by any internal revenue officer during business hours.
