Anyone who wants to begin making tobacco products, cigarette papers or tubes, or running an export warehouse must file a bond before starting the business. The bond must follow the form, amount, and rules the Secretary sets. The Secretary can ask for a new or extra bond later if needed to protect government revenue. You cannot start the business until the bond is approved. The Secretary can refuse or cancel a bond if it is not enough to protect the revenue, but must give notice to the person named on the bond.
