Creates a single federal program that uses all federal authority to require a clear health warning on every alcoholic drink container tied to trade between states. Congress says people should know the health risks of drinking or abusing alcohol, and a simple, uniform warning on each bottle or can will stop confusing or wrong information. Goals: (1) give the public a clear, nationwide reminder about health hazards on each container; and (2) protect commerce and the national economy by (A) giving the strongest protection consistent with this policy, (B) preventing different and confusing state labeling rules, and (C) avoiding harm from a program that covered only drinks sold across state lines but not those made and sold inside a single State.
