Federal district courts can hear civil cases about whether someone who is fully or partly of Indian blood has a right to a land allotment under an Act of Congress or a treaty. If a court rules for the claimant and the judgment is properly sent to the Secretary of the Interior, it has the same effect as if the Secretary had approved the allotment, except this does not apply to lands held on or before December 21, 1911 by the Five Civilized Tribes, the Osage Nation, or lands within the Quapaw Indian Agency.
